Port of update.runUpdate: loads the configuration, builds a repo filter from --repo/--skip, updates every repository, prints the result table/summary/suggestions, and reports a non-zero exit code if any repository failed.

Errors

Returns an error if configuration loading fails. Once configuration has loaded, a per-repository update failure is reported via the returned table/exit code, not an Err.
