Creates a new Runner with the given diagnostics.

pub fn run(&self, meta: Meta, is_cluster_up: bool) -> Receiver<DiagnosticResult>

Executes all diagnostics and returns a channel of their results. Diagnostics that need a running cluster are skipped (without being invoked) when is_cluster_up is false.
