Port of the namespace Namespace manifest applied before vcluster create when manageNamespace() is true. Extracted as a standalone, directly-testable function since the shared MockCommandRunner does not expose the stdin content passed to run, unlike the Go test suite’s RunAndReturn capture (see PORT_NOTES.md).
