Port of internal/orderedmap: a generic ordered map that preserves
insertion order and supports YAML/JSON (de)serialization.
A default-constructed OrderedMap is empty and writable, mirroring the
Go package’s New. The Go package additionally treats a nil *Map (and
Rust has no such state for an owned value) as a safe-to-read empty map;
that distinction does not apply to an owned Rust type and is dropped here.
