Module validate 

Port of internal/config/validate.go: semantic validation on a v2 configuration (referential integrity, file paths, and other constraints beyond what the JSON schema enforces).

register_validator

Registers an additional semantic validator to be called during validate_semantics. This port has no plugin-registration seam (no deployer/reloader crates registering their own validators yet, unlike the Go original’s init()-time registration) — the checks those packages perform (internal/deployer/{helm,namespace}, internal/reloader/{mirror,skaffold}) are folded directly into validate_semantics below (validate_helm_paths, validate_namespace_deployer, validate_skaffold_paths) instead. Kept as a no-op so call sites that mirror the Go original’s init() pattern still compile.

validate_semantics

Performs semantic validation on a v2 configuration.
